Zemo did not leave, much to Bucky’s dissatisfaction. Instead, he slowly went down onto his knees.
“What the hell are you doing?”
Zemo looked up at him. “You said you did not want empty words as an apology. I would like to offer my apology in a different form.”
Zemo’s eyes left Bucky’s and travelled down slowly. Over his chest and belly to come to rest upon his crotch. Which made it more than obvious what he meant. Bucky hated the little twitch his cock gave him. He ignored it.
“You’re insane.”
“Hardly," Zemo responded. Looking up from Bucky’s crotch to his eyes again. “It is just a situation that would give you full control over your actions and mine.”Bucky gets offered an unusual kind of apology from Zemo in Madripoor after their encounter with Selby. One that will change everything going forward.

“They wanted you alive.” Bucky finishes for him, eyes wide as he burrows between the shrubs, unwittingly whacking Zemo in the face with a bush. The baron spits out a few leaves.
