Chapter Text

June/2147: Open Ocean, off the coast of Japan.

It seemed like a perfectly normal day, the sea off Japan illuminated by rays of sunlight as fishing boats floated lazily on the water. The peaceful scene was suddenly disrupted by the appearance of a strange object, a small sphere about a meter in diameter and composed of shifting otherworldly light began hovering just above the surface of the ocean. The object hung there for a few minutes before without warning it started to expand, rings of letters in every language imaginable began to fly off the surface of the orb as it began to grow until it reached the size of a small island, A giant dome of flashing colours could be seen all the way from mainland Japan and was easily visible from space. The ocean around it was churned up and violent waves travelled all the way to the shores of Japan. Then just as suddenly as it appeared it started to fade before vanishing entirely.

In its place there was a large city, seemingly straight out of the past with very outdated buildings and infrastructure that was unheard of in the modern day. The concrete and brick buildings with little-to-no variation between them giving an impression of the era before quirks where houses could be suited to the standard human form. Strangely enough the city seemed to resemble Japans Yokohama but only in shape and geography, the buildings, layout and people were hugely different. It was as if a parallel Yokohama had been dropped in the sea.

For the most part the outline of the Strange city seemed unremarkable, however, what caught the eye were the huge black spiers in the centre, five of them.

They towered over the city completely dominating the skyline their red and black monolithic designs giving off an eerie sense of foreboding.

Within the central tower a man in a long black coat and along red scarf paced slowly around a room, a thoughtful expression on his face.

On the floor of the office a young girl in a red dress sat drawing with chalk.

“Hmm, it seems things are getting interesting again”. Mori Ougai muttered to himself, He sighed and continued “I am not going to be able to relax for a while yet, what a shame”.

Meanwhile in a much smaller building further towards the city centre a man in a green kimono sat staring at an unfamiliar sky through his window.

From the room next to his office he heard a commotion, turning to it he saw his door fly open.

“President!” Called a young woman with brown hair: “Dazai is on the phone.”

“Good.” Replied the man, “Maybe he can explain what on earth just happened.”

Finally, in an old warehouse a man in a brown coat and a bowler hat, sat on top of a large pile of crates, he looked down thoughtfully adjusting his monocle.

“It seems I’ll have to come out of retirement for a bit, I wish these youngsters would just let me relax. I’m much too old to be their nanny.”

He said, with an annoyed expression. He then lightly stepped of the edge of the crate but before he hit the ground there was a bright flash and a small calico cat landed quietly on the floor

the cat then proceeded to make its way down the street towards the large black skyscrapers Looming in the distance.

Naturally after such a bizarre appearance the city captured the attention of the world over night, every news station and website was buzzing with news about this phantom city that appeared out of nowhere.

Many governments were quick to try to contact the city to gauge the danger it posed, where it had come from, and how it planned to act now it was here. After some negotiations it was agreed to allow the nation to function independently as long as it remained neutral in global politics and didn’t interfere with other countries.

Many heroes’ raised concern about allowing such a city to function on its own seeing as its entirely quirkless population were vulnerable to attacks from villains. However, the leaders of the city quickly proved that they were not to be messed with.

When villains who wished to escape persecution by going to this area outside of the hero system attacked the city, they expected to meet little resistance in a place almost entirely quirkless and thought they could easily establish dominance.

No villain who entered the city ever returned alive however some of the bodies were found washed up on the beaches of Japan some of them had deep lacerations so clean it looked like they were made by an impossibly sharp blade and others were crushed by some immense force, others still were stabbed, poisoned, beaten to death, or blown up. Needless to say this discouraged further villains from entering the city.

However, some heroes went to the city to try and liberate the people from what they heard was an oppressive criminal government. Although not all of them returned, the ones that did come back were shaken and unwilling to speak about what they had seen in the city.

Despite these invasions the general public knew very little about the city and most of them were afraid of it, many rumours circulated that the city was run by a group of criminals known as the Port Mafia and with organised crime almost eradicated in the modern world it was very surprising to see this city fully operated by a mob. This made people uneasy, and many were worried about an invasion from this mysterious island and its unknown fighters.

Though very little was known about the city, to those more plugged into government information the internal structure of the city was known to be run by three groups. The Government which was in charge of the citizens welfare and taking care of the everyday people, the Port Mafia who ruled from the shadows and controlled the underground and the Guild who were in charge of the financial power of the city. The leader of the Guild was such a good economist he was able to take a city with no connections or trade links and make it an economic powerhouse. There were hints that other organisations existed in the city but they remained neutral and only ever dealt with the internal matters of the city and never engaged with outsiders.

Many people wondered how this strange place could maintain sovereignty despite having an almost entirely powerless population and rumours also spread that there were powers in the city that were completely different from quirks though very little was known about them.

Thousands of theories cropped up about the origin of the city; some said it was from the future others from an alternate dimension some said it was from an alien planet or even a government experiment but everyone agreed that it had come here by supernatural means.

Of course, like all things eventually the city faded to the back of the public consciousness and was swept away like so many other world-shattering events in a deluge of news storeys of heroes and villains. However, it never truly vanished as in many corners of the Internet it was still talked about fervently.

One year after it appeared Izuku Midoriya entered U.A high school.

“Are you serious!” Exclaimed Eraser-Head, slamming his fists on the table.

“IT’S TOTALLY CRRRRRAAAAAAAAAZZZZYYYY”! Present Mic almost screamed.

“No matter how you look at it this seems far too reckless,” Added Cementoss.

“I know it’s hard to accept, but I believe it to be the best move we can make at the moment”. Principal Nezu said,  sighing,  “ I wish to keep the students as far from harm as possible and there is no more secure place in the world. I understand your concerns, but I have a contact with the city who has vowed to protect and teach the students.” “Even so, how can we trust our students to a person who we have never even met, not to mention a place we know almost nothing about?” Eraser-Head reiterated. “It puts us completely at their mercy.”

“And furthermore, why is it only Class A is being considered for this?” interrupted Vlad King.

That’s  what he’s most worried about?’ the other teachers thought exasperatedly.

“Because so far, the League of Villains has only shown a marked interest in Class A, with several students already placed on a kill list from what we’ve gathered.” Nezu replied. “I know this is hard to accept but I believe this will not only be necessary to protect, but to further their education, I believe this experience will provide an invaluable learning opportunity”.

“I will sort things out with the parents. I leave the students to you. I will tell you all the intel I have about the city”.

“Neo Yokohama, as it is known, appeared a just under two years ago. From what I’ve gathered this city was transported from another world, one over a hundred years behind our world and where quirks haven’t manifested.” Nezu lectured, “However, a select few of the people of this world possess supernatural powers known as Gifts  or Abilities. These Abilities are similar to quirks in that they are augmentations of a basic human. However, while Quirks are biological, Abilities are seemingly entirely supernatural, which means they do not have the same limits as Quirks. Think of it as the difference between using a gun and being able to fire bullets from your fingers. You will be informed of the abilities of your caretakers when you arrive in the city, but I cannot tell you them here.” “Now here’s what I know about the city’s political structure. The city is run by several different groups who each control different aspects of it.”

“First there is the government; they deal with the common people and focus on keeping things running smoothly for the non-gifted citizens. You will probably have minimal interaction with them as they are mostly a political faction.”

“Then there is the Port Mafia; they oversee the underworld of Yokohama. Think of them like the yakuza before the rise of quirks. Their leader has agreed to help with the protection of the students and will offer you whatever assistance he can.”

“So, we’re working with the fucking mafia! "Eraser-Head interrupted".

“I agree, this is unacceptable,” chimed in All Might. “It goes against everything us heroes stand for.”

“Please let me finish,” Nezu continued. “I know that this is hard to accept, but it is necessary. They can provide the best security in the world and have outlets all over the city so the League of Villains will be unable to enter. So please remember that this is all for the protection of the students.”

“I also believe it is important for the students to see the perspective of evil. How can we expect our students to fight something they don’t understand?”

Disgruntled, Aizawa sat down with his arms crossed.

“Thank you. Now, where was I? Ah yes, the factions.” Nezu continued. “The next faction is a group in charge of the city's finance. The Guild, this group is apparently from the alternate version of America. They were trapped in Yokohama after the city arrived here and have agreed to cooperate with the other parties until they can return to their own world. Their leader is a fiscal genius who was able to take the city from a completely isolated place with no trade or stock connections to a powerful economy in under a year. He is also said to possess a powerful Ability.”

“Finally,” Nezu concluded, “there is the Armed Detective Agency; this is the group who you will be staying with. They are composed of almost exclusively Gifted members which helps them with their line of work. They function much like a hero agency in that they deal with problems too difficult for the police too handle.”

“Now I would like to speak to Eraser-Head and All Might in private about this next part, so if you don’t mind could the rest of you, please leave.” Nezu dismissed the rest of the teachers.

The other teachers slowly made their way out of the room, still discussing what they had just heard and loudly arguing with the principal’s decision. While Aizawa and Toshinori stayed behind and waited for the principal to continue.

“The man who I am in contact with is someone by the name of Natsume-sensei. He holds the respect of both the Agency president and the mafia boss. He reached out to me soon after the city appeared, claiming to be making friends in the new world he found himself in. Needless to say, I thought this would be a useful connection to maintain so we stayed in contact and after the latest incident with Chisaki, he offered to keep the students safe in the city for a short while. As long as you are under his protection you will be the safest people on the planet.”

Both heroes sat there pondering what they just heard. Neo Yokohama, of all places, that is where they are sending the students, it still seemed absurd. But they decided to respect Nezu’s wishes. After all, they both had good reason to trust his judgment.

“How will you convince the parents?” Aizawa asked.

“Leave that to me,” Nezu replied. “I have a plan; you just focus on the students.”

Chapter 3: The Students

Notes:

(See the end of the chapter for notes.)

Chapter Text

Class 1-A were all waiting for the lesson to start, most of the students were engaged in conversation about the recent Chisaki incident while others were just talking about class and how hard they had been working recently.

Then the conversations were interrupted by the appearance of their teacher. Eraserhead looked awful; the bags under his eyes were even deeper and he looked like he hadn’t slept in days.

“Are you ok sir?” Midoriya asked tentatively, “you seem more tired than usual.”

“My sleep schedule is none of your business. Let’s just say I’ve had something on my mind.” Aizawa replied, “speaking of which, I have an important announcement.”

After the announcement, the class was left in stunned silence, not even Bakugo interrupted it. Then there was a scraping of chairs as the students stood up, and conversation started to fill the room again.

“Neo Yokohama!?!”

“Really, THAT city?”

“Is that even legal?”

“I thought it was run by criminals?”

Aizawa had expected this reaction, nevertheless it was still a pain to deal with all the doubts and questions of the students. Since he didn’t agree with Nezu’s decision,  it was going to be hard to persuade the students it was the right move, but he still had to try.

“I know you all will have a lot of questions about this and I understand, but please raise your hands and ask one by one.”

Instantly almost every hand was raised. Aizawa glanced around before pointing at Momo. After all, she was most likely to have a reasonable question.

“Why are we being sent there, and why now?” She asked.

It was a simple question, yet it was probably the one going through everyone’s head at the moment.

“Protection.” Aizawa answered. “The principal believes you will be in danger from the League of Villains no matter the precautions the school takes. After the Fukuoka incident, we know they have the capabilities to take on even the Number 1 Hero. Imagine if they sent a Nomu like that to the school, the damage would be catastrophic, so we are sending you to the safest place on earth.”

Next, he pointed at Midoriya.

“Sir haven’t many pro heroes gone missing in Yokohama, and none of the ones who return will say anything about it. Are you sure we’ll be safe there?”

Another question he had been expecting. Of course, the students would be worried about a place like that.

“Shut up Deku, you wimpy bitch!” Bakugo roared. “I don’t care how crazy they are I’ll blow up the whole city if they try anything!"

Eraser-Head glared at Bakugo before resuming. “Principal Nezu has a contact within the city. They have guaranteed your safety while you will be staying there. But you will do well to remember that Neo Yokohama is not like Japan, it is an entirely different world. So, don’t go making trouble.”

He glared pointedly at Bakugo again. Bakugo huffed and slumped in his chair.

“Now I will give the full details we teachers have been given about the city and where you will be staying.”

Aizawa knew if he had just began explaining, there would have been questions and pointless interruptions, so to avoid that he had let some of the class ask questions to alleviate the pressure of their curiosity.

He then proceeded to tell them almost everything Nezu had told him about the city, only leaving out a few key details here and there that he was worried would be too much for them.

“Any questions?” he asked the silent students. Most had retaken their seats and were processing the information they just received.

To his surprise it was Asui who asked the next question. “What about our parents-kero?”

This sent a murmur through the class; it seems most of the students hadn’t thought about how their parents would react. Midoriya was sure his mother would never let him go. She had been reluctant to even let his go back to U.A. at all.

“Nezu has said he will sort out convincing the parents, for now I’m going to ask you what you would like to do. This may be dangerous and you may see things you will never forget, but if you want to be pro heroes you are going to have to put up with a lot worse than this.”

“And to the following students you should carefully consider this as the League seems to have marked you as its targets: Midoriya, Todoroki, Kirishima, and Bakugo. You all have interfered with the Leagues plans both at U.S.J. and in the training camp, which makes you prime targets. Additionally, two of your names are on a kill list so we advise you take this protection.”

There was a murmuring among the students as they discussed this question, then suddenly Kirishima stood up.

“I’m going, and not just cause I’m on a wanted list. I’m not afraid of this city. It wouldn’t be very manly of me to be scared of some place I’ve never been.”

“Yeah, how can we call ourselves hero’s if we back down from this!” Mina chimed in.

“You think I’ll be scared of a city full of quirkless losers?! Quit looking down on me!” Roared Bakugo.

“Are you serious? You are all just going to throw your lives away for nothing!” screamed Mineta. “I bet there aren’t even any hot women in that city!”

 * Thump *

Asui had knocked Mineta out.

The rest of the class each agreed one by one to the trip and Aizawa told them they would have the rest of the week off until they left.

Later Class 1-A regrouped to discuss what they had just heard.

“I wonder what the city is like.”

“Do you think it’s really run by villains?”

“I heard there are monsters there that can destroy whole countries.”

“I wonder what abilities are, I didn’t pay attention to Aizawa’s explanation at all.”

While the others chatted about the city, Midoriya sat in thought. All Might had mentioned Yokohama to him before. Apparently, before he gave up his quirk, he had gone to the city to free it from the Port Mafia. However, he had refused to divulge any information about it.

He wondered if maybe he should ask him about it now. Maybe he had some insights that would be useful.

Suddenly he was disrupted by Iida yelling, “We must all remember to well prepared for this trip, I have prepared a list essential Items you should all bring. As class president I cannot allow you all to be caught unprepared in a strange island.”

Several students snickered and Mina muttered “class mum” under her breath.

Uraraka smiled and told Iida, “Its great you're thinking about all of us.”

The others agreed and slowly the conversation shifted to who would be allowed to go.

“I think my parents will agree,” Kirishima said. “They have always supported my hero career and they’ll understand it’s for my protection.”

“Lucky,” whined Kaminari. “I had to nearly beg my dad to let me stay in the dorms. It’ll be hard for the principal to convince him. What about you Bakugo?”

“Like they can stop me! those bastards can’t tell me what to do!”

“Whoa man, those are your parents you’re talking about.” Sero protested.

“Like I care, those bastards can go to hell!”

Midoriya sighed, his mother had barely let him stay in the dorms, there was no hope of her sending him to such a dangerous place.

When the conversation dried up the students went to bed. Before going to sleep, Mina noticed a small calico cat walking along the windowsill. She went up to it to see if it had a collar but when she approached, it jumped away.

As the cat slinked away it walked past a figure in a hoodie, with silver hair and a face covered in wrinkles. The figure smiled and walked into the shadows.

Chapter 4: The Evening and the Night.

Chapter Text

Nakajima Atsushi stood outside the entrance to the A.D.A. office preparing himself for the chaos that was undoubtedly unfolding on the other side of the door. Today would be especially stressful. The students from the outside were due to arrive tomorrow and the whole place had been in uproar (mostly Kunikida) trying to get everything ready.

Finally, he steeled his nerves and opened the door. The sight was worse than he had thought, with Dazai on the couch covered in bruises (clearly, he pushed Kunikida a bit too far), Tanizaki was rushing around the office trying to organise things according to Kunikida’s instructions while Naomi followed him around. Finally, there was Kunikida, he was sitting in the centre of the office barking orders at clerks and Tanizaki while furiously filling out forms.

“What did Dazai-san do this time?” Atsushi asked Tanizaki.

“Dazai somehow found the school Kunikida used to work for. Apparently its not something he likes to remember,” he replied with a grimace.

Atsushi sighed, he knew the kind of person Dazai was, and was sure this would not be the end of his plan to ruin Kunikida’s day.

Slowly he made his way to his desk and sat down to start working. His computer was already set up and it seemed Kunikida had already got him started. He was thankful for this as he was still unsure of the documents he had to sort through.

“ATSUSHI, YOU’RE FIFTEEN MINUTES LATE, DO YOU HAVE ANY IDEA HOW BUSY WE ARE?!” Kunikida screamed across the room.

Atsushi flinched at the yelling. He still had problems with sudden shouting from his time in the orphanage.

“I-I was making sure Kyouka-chan was ok, she said she was feeling sick, so she stayed home today.” Atsushi replied nervously.

“Today is getting worse and worse, my schedule is completely ruined.” Kunikida said exasperatedly. “The president will be so disappointed; we’ve hardly even gotten accommodations sorted out. Who thought it was a good idea for us to host 22 people?”

“Lighten up Kunikida, I’m glad the outside world will finally see the power of the world's greatest detective.” Ranpo stated.

“Absolutely, I’m sure they will all be blown away by the best ability user in the city.” Atsushi added.

“I can’t think of a single person who wouldn’t be amazed by the World’s Greatest Detective.” Kunikida reaffirmed.

“Yes, you are truly lucky to have me around, but for now I must leave. I have a date with Poe-kun.” Ranpo said as he stood up.

Atsushi still wasn’t sure how Poe and Ranpo got along so well. They were polar opposites in personality with one being flamboyant and proud while the other was subdued and shy. Still, they were very cute together.

His thoughts were interrupted buy the infirmary door opening. Yosano-sensei popped her head out. “I need the medical records of the students so I can prepare for emergency treatments.”

“Can’t you just treat them with your ability?” Atsushi asked.

“The director has asked me not to resort to that if possible. He doesn’t want me to half kill the students. Because ‘They’re just kids’ and ‘You shouldn’t torture children’ or something.” Yosano replied sounding disgruntled.

Ah that makes sense, Atsushi thought not wanting anyone to go through Yosano’s horrific treatment unless absolutely necessary.

“Oi Dazai, your meant to go to the meeting of the council today. Don’t you dare skip out on It” Kunikida barked at the still collapsed Dazai.

“Uuuugggghhhh but Mori-san will be there, I don’t wannaaaaaaaa,” Dazai moaned. “Can’t Atsushi go for me?”

“ABSOLUTELY NOT!” Kunikida roared. “Don’t you know how important these meetings are? They decide the fate of the whole city. How you ended up on the council I’ll never know.”

This was a lie, Kunikida new exactly why Dazai was so integral for this council. Despite his laziness and constant immature behaviour, he was manipulation incarnate. The whole world danced in his hand like a marionette and to keep Yokohama alive and independent they needed his help.

Atsushi thought about how normal this seemed. They were in an alien world yet Dazai still teased, Kunikida still bossed and Ranpo still boasted. It was hard to believe they were isolated in this city without any allies on the outside. He wondered if they would truly be ok.

In a large room at the top of a tall black tower, a man stood behind a large ornately carved desk, seemingly deep in thought. On the floor in front of him sat a little girl playing with an assortment of dolls. Many of which had been dismembered somehow. The light entering through the massive celling high windows cast a shadow over the man's face as a knock was heard from the large double doors at the far end of the room.

“Boss, Chuuya Nakahara is here to see you,” called out one of the guards flanking the door.

“Good, send him in,” he replied.

Chuuya Nakahara entered the room, a neutral expression on his face.

“We have made the preparations and the ambush site is ready. We have also briefed the Black Lizard on the League of Villains in case they escape our main offence.” Chuuya reported while placing some files onto the boss’s desk.

“Wonderful. Reliable as ever Chuuya-kun,” Mori replied with a wide friendly smile. “Did you convince the gang holding the warehouse to leave?”

Chuuya chuckled at this. “They gave it to us without a fight. Seems they don’t do well in actual combat.”

“Good to hear.” Mori said, still with the same joyful tone.

“Now boss, there is one thing I would like to ask you,” Chuuya continued.

“Sure, ask away.”

“Why are you letting these children in? I’ve worked here long enough to know the reason you gave the grunts was bull. So, what’s the real reason for letting a bunch of outsiders in now of all times? Is it really just to build allies with the rest of the world?”

“Hmm,” Mori hummed. “Chuuya-kun, what would happen if the nations of this world were to launch an attack on this city?”

“Huh?” This was not what Chuuya had expected. But before he could answer Mori continued.

“We would be eradicated,” he said in a tone cold as ice. “Against a force that size, we would stand no chance and if they were to employ nuclear weapons then our demise would be even swifter. Think of it as a few spiders fighting thousands of ants. The spiders may be stronger and able to eliminate many ants while it’s being brought down, but in the end, it will be overwhelmed and destroyed.”

“Currently protecting us from that fate are fear and mistrust, the outside world doesn’t know our potential, so they are cautious of provoking us. However, if they decide we can be dealt with then we would fall. We have measures to destroy the outside world but that would only be mutually assured destruction, so why do you think letting future heroes in now would be a good idea?”

“Uhh, to show them the power we have?” Chuuya guessed, not quite sure what to say.

“Exactly. They need to see that we have the power to raze them to the ground if pressed. So, while the students are here, we will show them the power we possess.”

“Now I have something to ask you, Chuuya-kun. Would you mind heading to the shops to get Elise-chan that ice-cream she likes? She’s very insistent you are the one who knows her favourite.”

“Of course, boss.” Chuuya answered as he left the room.

Mori looked down at the files he had been given. The names, powers and histories of all the U.A. students looked back at him. He smiled, “Looks like we are in for some interesting guests, I hope Natsume-sensei is faring well keeping an eye on them.”

Chapter 5: The Journey

Chapter Text

Chapter 5

For the next few weeks all the class talked about was the upcoming trip. All the students had been sworn to secrecy about the details they knew of the city and weren’t allowed to tell the other classes about where they were going but that didn’t stop them from talking about it non-stop in the dorms during free time.

“I still can’t believe Nezu got my parents to agree to this”, Toru said to the group sitting on the sofa. “It was hard enough to get them to let me stay in the dorms. He must have been really convincing.”

“Don’t forget this is for our protection, I’m sure they just understand why this is necessary”, Momo interjected. “Besides, I think it’s silly to be scared of rumours and hearsay of a place no one has ever even been too.”

“I just hope they have some strong fighters for us to train with, I want to see what abilities really are!” Kirishima added. “I’m gonna show all of them why heroes are awesome.”

“Do you think it’s true that the city is run by villains? Like, how does that even happen?” Kaminari asked.

“They wouldn’t be like the villains we see; they’re meant to be mafia like the Hassaikai so I think they would be more organised and disciplined than the random street thugs most heroes fight.” Midoriya answered.

They all sat in silence after that, most of them remembering the horrors they saw when fighting him. Slowly, the conversation turned to what a quirkless city would be like and how strange it would be.

Almost none of them slept properly the night before leaving; most just lay in bed thinking about what they might see when they would arrive. Some, like Midoriya, stayed up training or browsing the internet for information about the city from the many threads and forums dedicated to finding out what really went on in there. While he was lying in bed, Tokoyami noticed a small calico cat peering through his window, its glistening eyes full of curiosity and cunning. Soon afterward the cat sprang down and disappeared, the encounter leaving him uneasy for some reason, like he had just been scanned.

They were taking a bus to the port where they would take a ferry to the city. They were meant to meet with a representative of the Yokohama government on the boat and they would fill them in on what to do next. Aizawa still didn’t agree with this whole idea, but it was far too late to turn back now. He sat in the front of the bus trying to sleep while the endless noise from the students rang in his ears. He couldn’t blame them for being excited, but he did wish they would just shut up and let him sleep.

The students were all extremely nervous, apart from Koda and Mineta (much to the girls’ relief), who were unable to come. Nezu had somehow managed to convince all the other parents to allow their kids to go, it really did prove he must be smarter than any human considering how sketchy this trip sounded from the outside.

When the kids arrived, they were surprised to see there was no boat in the harbour. Instead, there was only a man with white, slicked-back hair and a prominent beard, wearing a cream-colored long-sleeved shirt and brown jacket as well as plain black trousers. He looked distinctly foreign, (maybe American?) and was smoking a pipe.

As the bus pulled up the man sighed and took a draft from his pipe, he then turned around to face the sea and raised his hand. The students not knowing what to expect were very confused by this, and many wondered how they would get to the island if there was no boat, however their questions were soon silenced as the water in front of the man seemed to boil and froth as if a huge creature was rising from the depths.

“What the fuck?!” a few students shouted while others looked on in shock.

“Is it a submarine?” Momo asked.

“No, it seems too big” Midoriya answered. “What on earth is it?”

“Is this an ability?” Mina shouted.

Their questions were soon answered as out of the water, a gigantic craft in the shape of a whale immerged. Its design was sleek and beautiful but what really stood out as it rose out of the water was its pure white hull towering above the port. Finally, it settled in the dock with its mouth acting as an entrance for the passengers.

“The liaisons will be out in a bit, just wait here for now,” the man on the docks instructed before entering the whale, “Oh and I was told to say; the Guild welcomes you to Yokohama.”

Aizawa was on alert when the liaisons arrived, one wore a plain brown suit and round thin glasses, looking like the epitome of a government official; the other man was much older and wore a long brown coat with a light brown scarf and a monocle, looking much more refined.

“I am Sakaguchi Ango, the representative of the Yokohama government, I will be in charge of you until you are delivered into the care of the Armed Detective Agency.” The man in the suit said with a tone that suggested he had practised it a few times before. “This is Hirotsu, the representative of the Port Mafia; he is here for your protection.”

The second figure inclined his head at this and said, “A pleasure to meet you all, on behalf of the Port Mafia, I formally welcome you to Yokohama.”

There was a notable change in the atmosphere when the words Port Mafia were mentioned. All the students tensed, and Aizawa and Toshinori seemed to go on guard. All of them had been nervous since none of them had any idea what to expect from this group.

From Hirotsu’s demeanour he seemed to be elegant, confident, and experienced overall. He emanated competence. Clearly, the mafia were different from the villains most of the students were used too.

“Please follow us onto the craft and be ready for departure. I’m sure you have lots of questions but please restrain yourselves, we will give you a full briefing inside.” Ango said as both men turned and started returning into the whale.

The students looked at one another and, after getting the approval of the teachers collected their luggage from the bus began to enter the whale. The ship was just as amazing inside as it was outside. It looked a mixture between a mansion, a hotel, and a military base, with marble and gold mixing with reinforced steel. They were led through a long corridor into a huge room which had smooth marble tiling dotted with gold and white pillars. Around the room were chairs and tables all lavishly decorated and arranged for the students to sit in, with two larger chairs at the front of the room clearly meant for the teachers. Most of the students were shocked at how luxurious the room was. Only Momo seemed to think it was normal.

After the students had sat down and put down their luggage, Hirotsu took out a radio. “We are ready for departure,” he said into the transmitter while looking over the seated group. “Prepare for launch.”

The students felt the whale start to shift beneath them, seemingly about to start its journey. A deep rhythmic song seemed to reverberate throughout the whale. It seemed almost alive. Midoriya still couldn’t tell if this was a ship or ability but whatever it was, it was unnerving.

Suddenly the floor and walls of the room started to disappear underneath them. What had appeared to be marble had immediately turned into clear glass; the only thing still visible of the room was the furniture and the columns which supported the celling. When this happened, several students cried out worried that they might fall into the sea below, which looking down seemed far to low down. It was then that the class realised they were not on a boat or a submarine they were flying. Flying in a giant whale!

“Do not be alarmed,” Ango called out. “We are entering stealth mode. It will take one hour for us to arrive in Yokohama. During this time, I would advise that you all take your seats and enjoy the view.”

Most of the students got into their seats and began chatting, but a nervous atmosphere still permeated the room as the students waited for the next wonder to appear.

Seeing this, Hirotsu stepped forward, “You don’t need to be worried while you are here. You are under our full protection; nothing will hurt you on this journey,” he said with a smile. “I will need to talk to your teachers in private for a while; in the meantime, Ango-san will give you a briefing on the city and how to behave.”

With that he walked out of the room gesturing for the teachers to follow him.

He led them to a private cabin which was lavishly furnished and offered the teachers some tea. Both declined the offer not trusting the mafia enforcer despite his manor.

“Now,” said Hirotsu, “I’m sure you have a lot of questions, and I will answer any I can. But first, I must give you a warning.”

His tone shifted into a more serious one. “Yokohama is not the world you come from. It does not run on the same rules, and it lives in shades of grey. If you or your students get false ideas of saving or liberating Yokohama from the peace we so carefully maintain here, you will be expelled from the city immediately.”

His eyes darkened as he said this. “All-Might-san you learned this first-hand, so I expect you to reinforce to your students how important it is that they stay out of trouble while here. Now for your questions.”

Toshinori visibly cringed at the mention of his name, clearly not fond of the memories that had been brought up.

Aizawa started. “First, I would like to know what security measures you’ve taken for the safety of our students and what we will be doing in your city.”

“Ah yes, for your safety you will always be under the surveillance of mafia or detective agency members who are more than capable of taking down any villain that may threaten you. We also have taken measures to make sure the League of Villains will be kept away from you if they are to enter the island, although it will be hard to prevent entry entirely with the warp user Kurogiri, we aim to control their entrance and apprehend them if they come,” Hirotsu explained.

“As for what you will be doing, Nezu-san and Natsume-sensei have decided on a variety of training and learning exercises while you are here. You will be doing combat training with Port Mafia members and Agency detectives while you will also be shown the way of life for the people of the city. As well as accompanying some of the detectives on assignments to help your deductive reasoning,” he finished.

Aizawa was still on guard, but after coming this far he knew it was too late to turn back now. After talking a little longer about the specifics of time spent in the city, he and All Might returned to the main floor where the kids were waiting.

Most of the students were deep in conversation and even Iida was too distracted to be yelling at them for being loud, some of the students were looking ahead to the city as the whale approached, studying the foreign structure of the buildings and the sinister black towers that dominated the skyline. It was clear that the pictures of the city that had circulated were accurate, and it really was straight out of the twenty-first century.

As Aizawa sat back down he looked at Toshinori who had a deeply troubled expression. It was clear that he was not comfortable coming back here, however Aizawa had to focus on the matter at hand. He would talk to All Might later; for now, he simply sat down and watched as the mysterious city grew closer and closer and prepared for a new set of troubling adventures that awaited his class.

Chapter 6

Dazai walked down a long stone corridor humming to himself, occasionally passing large cells, each of which was unique to contain different prisoners. Some were simply held in a room, others placed in restraints, and others still were kept unconscious.

As Dazai walked he passed a cell containing one small figure. They couldn’t have been more than 14 and had several strange features, the most obvious being the clear divide in their hair, one half black, the other white. Others were the bandages wrapped around their arms and their star shaped pupils, but what really caught the eye was their expression. Pure hatred, a powerful and burning hatred all directed at Dazai who simply smirked and walked past without a hint of pity.

Finally, Dazai came to the end of the hallway. It opened into a massive chamber with its only feature being a large polycarbonate box suspended in the centre. In this chamber there was a sitting figure reading a book. His face was gaunt and pale with deep red eyes showing no form of emotion. It was as if he was looking at a corpse.

“Hello Demon-kun, I was wondering what you might be up to,” Dazai called out in a cheerful voice as he approached. “I wanted to bring some holy water for you, but the council said not to. It’s such a shame, considering how much I would have loved to watch you burst into flames.”

“Is that why you keep sending me garlic flowers? I was wondering about it,” Fyodor replied. “I was just hoping that you just missed me.”

Both men chuckled. It was a cold sound almost nothing like laughter and it seemed to make the atmosphere around them darker.

“Well then, why did you come to see me?” Fyodor asked. “Was it to finish our game? Last I remember you had me in check.”

“Yep,” Dazai answered. “But you sending all of us here was practically flipping the board.”

“Ahh yes. Then I guess we must start again. What a shame. I was looking forward to seeing your plan unravel.”

“Then its settled, a new match begins. Don’t worry I’ve already made my first move” Dazai finished before turning to leave.

“So, have I Osamu-kun, I’m looking forward to seeing you counter.” Fyodor said before going back to his book. Dazai seemed to wince for a moment at the use of his first name but quickly started moving again, away from the cell and its dark occupant.

“The game begins anew.”

Class A stared open mouthed out the tinted windows of their bus as they drove through the town. None of them had ever seen anything like it. Seeing a whole city of quirkless people was like looking at a scene from 200 years ago. Everyone had the same body structure. No extra limbs or horns or glowing hair.

As everyone stared, Midoriya was lost in thought. As someone who had been quirkless for most of his life, he wondered. What it would have been like to grow up in a world like this? A place where everyone was the same. Would it have been better or worse? After all, there were no heroes to keep people safe.

As he thought this, he noticed something strange. None of the people here looked scared. He had imagined a city run by criminals would feel dark and oppressed but, after looking around, everyone seemed to be living normal and happy lives. Parents played with their children, couples walked together, and no heroes patrolled the city. Only the occasional police officer could be seen.

Maybe the rumours weren’t true, but then how come the mafia’s representative had met them on the whale? How much power did the mafia really hold here? He couldn’t figure out if this city was better or worse than outside.

While Midoriya sat in thought the rest of the class was excited, talking about the strange place they had ended up in. The students with obvious mutations were a bit nervous since for the first time they felt completely out of place.

“It’s going to be really weird here,” Mina whined. “Everyone looks so ordinary. I’m gonna stick out like crazy.”

“This place really must be from the past just like they say online. Look at the buildings and outfits. It’s like we’ve jumped back 200 years,” Sero added.

“I wonder what kind of training they’ll make us do here?” Momo pondered as the bus continued on its way. “I hope it’s not too dangerous.”

Atsushi and Kunikida stood together at the bus stop waiting for the students to arrive. Dazai was supposed to greet them with Kunikida, but he had disappeared just before they set out, leaving a note saying that he wanted a swim in the ocean. After minutes of Kunikida ranting about how terrible Dazai was, it was decided that Atsushi would go instead.

Atsushi was really starting to resent being the do-whatever-Dazai-doesn’t-feel-like-doing guy and was stuck listening to Kunikida ramble on about how late they were, and how he would throw Dazai in front of a car next time he saw him. He was beginning to feel like this mission would be a lot harder than he had hoped.

As they waited for the bus to arrive, Atsushi’s eyes couldn’t help but wander to the places where port mafia guards were watching them from. Despite their alliance, it was still nerve wracking to be surrounded by the Port Mafia after everything they had done to him and the agency.

The agents were well hidden. Five of them were around the bus stop and several more along the bus route; all to make sure the visitors were safe and not being followed. If it weren’t for his tiger vision, Atsushi would never have been able to see them so he was confident the outsiders wouldn’t either.

Just as Kunikida was finishing his rant they saw the bus approaching. Instantly Kunikida straightened up and looked at his watch

“Seven minutes late,” he muttered. “Damn it, I’m gonna have to do some serious re-working.”

As the bus pulled up to the two and the doors opened slowly, the detectives caught the first glimpse of their visitors.

As the students poured off the bus, they were full of nervous excitement. None of them really knew what to expect from the detectives but most of them imagined that they would look something like pro-heros. Flashy costumes and fun gimmicks. So, they were shocked to see that the men standing in front of them looked nothing like the terrifying ability users they had imagined.

One of them had long blonde hair tied up in a ponytail and had a stern and strict look to him. He wore a beige vest over a black long-sleeved dress shirt with a pair of beige trousers and plain brown shoes. His whole manner screamed no-nonsense.

The other looked much younger, no older than eighteen. He wore a plain white shirt and black pants with a belt that was way too big. His hair was messy and badly cut and he had an expression that seemed anxious, tired, and curious all at the same time.

Needless to say, they did not look like the highly dangerous detectives the students thought they would be.

As the class disembarked the bus the blonde man raised his hand.

“Hello. My name is Kunikida Doppo. I’m sorry to rush you all but we are eight and a half minutes behind schedule, and we’ll need to travel about twenty percent faster than expected to reach the agency on time. Proper introductions will happen when we get there. In the meantime, please follow me and Atsushi-Kun,” he said in a stern voice.

The entire class all looked at one another, then they all simultaneously looked at Iida. “I think we’ve found your long-lost brother,” Kamanari smirked.

“This place must really be from a parallel universe,” chuckled Sero.

Iida went red briefly before barking out, “You heard what he said, right? Form an orderly queue and follow them.”

At this, the whole class started laughing and quickly grabbed their things and made their way after the detectives.

As Aizawa stepped out, he scanned the area. Two, maybe three people watching them, all experts in stealth. If he had not been an underground hero, he would have never spotted them. He yelled at his students to get moving and followed them at the back, keeping his eyes out for more watchers. It was clear that the port mafia meant serious business.

As the group walked, the students began to feel eyes on them. After a while they noticed that almost everyone, they passed had stopped to stare at them. Shoji, Mina and Tokoyami had it the worst, with most people openly gawking at them. Only a few tried to hide their looks but still couldn’t help but watch the class as they passed. The rest of the class blended in more, but that didn’t ease the feeling of discomfort.

It was a weird feeling for the group. They felt like aliens on another planet. Isolated and unfamiliar like they were in another world.

The marched on in uncomfortable silence through the street, none of them really felt like talking in this atmosphere and kept their heads down. Except Bakugo, of course, who looked ready to kill anyone who stared at him as he glared around the city.

After a few minutes of walking, their guides came to a stop in front of a large brick building. Kunikida turned around and announced, “This is the Armed Detective Agency. You will be staying here for the next few weeks both for your protection and guidance. Please follow me inside where you’ll be introduced to the rest of the agency.”

As they wandered through the building the class muttered excitedly, wondering what this agency would look like. So far, they had been surprised at nearly every turn, so they had no idea what to expect from this place.

They entered a large room with a marble floor. There were desks scattered around and shelves of books and files as well as the occasional plant. Overall, it looked like a perfectly ordinary office. However, in the middle of the room stood a group of people who were lined up and waiting to greet the class.

They were a strange group, to say the least. There was a kid who couldn’t have been older than fourteen, wearing suspenders and a straw hat with the most innocent expression that any of them had ever seen.

A young man wearing a white t-shirt with a red hoodie tied around his waist and a nervous face had a girl still in a school uniform hanging onto his shoulder and beaming.

Near the back stood a little girl wearing a red kimono patterned with yellow flowers. She had a flip phone with a toy rabbit charm on a string round her neck.

Next there was a young man wearing a brown inverness cape and matching hat. His eyes were closed but he had a smug grin on his face as he looked over the class.

Finally, the most prominent figure stood at the front of the group. A man with striking silver hair and piercing grey eyes wearing a green yukata under a black haori. He had a stern and strong expression and seemed to radiate authority and power.

Atsushi and Kunikida walked over to the group and stood at either side, and despite the strangeness of its members the class couldn’t help but feel respect as they looked at the group.

The silver haired man stepped forward and said, “We are the Armed Detective Agency. Welcome to Yokohama.”

The Agency

The class stood there warily, appraising the strange group In front of them, though they all seemed relatively normal each of them gave the impression there was more to these guys then meets the eye.  They stood there in silence for a few seconds before Iida plucked up the courage to speak “Th-Thank you for welcoming us into your city” he said boldly “My name is Tenya Iida and I am class representative for class 1-A.”

Gaining confidence from Iida’s example the rest of the class gave a half bow and said in practiced unison “Thank-you for welcoming us to your city.” All except for Bakugo who just awkwardly glowered at the ground. After that the tension in the room cleared somewhat with the students growing more comfortable.

The tall blonde man Who they had learned at the bus station was called Kunikida stepped forward, “We have 27 minutes of time left for introductions, since we have all been briefed on your names and quirks it would be best to use this time to introduce all of us detectives, and to answer any questions you may still have about us or this city, please keep your questions short as to keep to schedule.” He said as he addressed the visitors.

“Although please hold your questions until after we have all been introduced.” He added

“I shall go first.” Rang out a commanding voice, everyone turned to look back at the president. “My name is Yukichi Fukuzawa, I am the president of this detective agency and its founder. My ability is…” as soon as he said ability the entire class started listening intently with Midoriya even entering one of his mutter spirals, ignoring the change in atmosphere Fukuzawa continued “My ability is called ‘All Men Are Created Equal’, it allows me to regulate the output of the abilities of anyone in my employ and allows them greater control over their own abilities.”

A rush of murmuring shot through the students, Midoriya tried to block it out as he thought about the specifics of the ability, it did not seem that powerful but in the right circumstances it could be very useful and it was perfect for someone in Fukuzawa’s position as the head of an ability using organisation.

Before he could be questioned Fukuzawa turned towards a door in the side of the main office. “I have important work to finish regarding your stay, I will have a proper conversation with both teachers after you have been shown around, I leave the rest to Kunikida.” He said as he stepped through the door.

Kunikida’s face was almost glowing with admiration as he nodded and turned back towards the class. “I’ve already told you my name he said, but My ability is called ‘The Matchless Poet’, it allows me to create any object that I have understood the function of by writing its name in my pocket book, however the objects size is limited to the dimensions of this book.” He said, turning to the class as if waiting for questions. immediately everyone’s eyes went to Momo after hearing this explanation, she stood awkwardly under the gaze and nervously said “My quirk is something similar, but I create things from my body instead of a book.”

Kunikida nodded “I remember reading about it in the briefing, though our powers are similar both have different advantages and disadvantages. We can discuss this…”

But just then he was interrupted by a loud ‘HA’ from the back of the class

Bakugo looked at the detectives with his signature overconfident leer. “I thought abilities were meant to be stronger than quirks but you guys’ sound like you just have a bunch of mid-tier powers, guess you’re just another bunch of extras for me to crush!” he shouted.

Kunikida bristled, a vein in his forehead pulsing dangerously fast but before he could retort one of the other detectives spoke up.

“Wow, you’re really stupid.” It was the young man in the brown hat, his tone was neutral but his expression was one of a teacher telling a child not to eat crayons, exasperated and with a bit of pity

“WHAT THE FUCK DID YOU JUST SAY!!!” Bakugo roared

“Y-O-U A-R-E R-E-A-L-L-Y S-T-U-P-I-D!” the man repeated louder and more slowly “though it seems you’re hard of hearing too, oh well I can’t hold that against you.”

Bakugo had turned from red to purple his glare so hateful most people would have melted on the spot but the detective just sat looking annoyed.

“I’M GONNA BLOW YOU TO PIECES SHIT-HEAD!” Bakugo advanced on him with his hand raised but froze when he felt the effects of EraserHeads quirk wash over him.

The detective continued as if there had been no interruption. “You were invited into unknown territory by people you know are both willing to and have killed for their own purposes, you decided purely on the word of someone who had never even been to the place in question that you were completely safe and none of us would harm you. Then while you were being offered information you immediately began making threats and antagonising the people surrounding you without understanding they’re capabilities.”

“Jeez you’re even dumber than the police I normally work with” he said as if he was talking to a group of first graders.

He looked specifically at Bakugo and said “you wouldn’t last a day against a competent criminal organisation.”

“That’s not really fair, we’ve already had to deal with the league of villains a few times and we also just fought a group of yakuza and we all survived” Kirishima said coming to Bakugo’s defence, “Bakugo was even captured and he still got away.”

“I said competent organization, jeez can you not even understand basic language?” The detective shot back with a look of further exasperation on his face. “You should really teach them that in school” he said turning to eraser head. While stuffing 5 gummy bears in his mouth at once. “Seriously, I thought you came from some big shot hero school on the main land but if you let, your students act like this…” He opened his eyes slightly and his tone changed “They’ll all be dead within a few months.”

Eraser head looked baffled at this strange individual who had just started roasting his class and began to respond but he was cut off by Bakugo who looked like he was on the verge of destroying the whole building.

“WHO THE FUCK DO YOU THINK YOU ARE!!!” Seemingly forgetting all about the other agents, Bakugo turned all his rage on the person who had just called him stupid “YOU THINK YOU’RE BETTER THAN ME PUNK, I’LL KILL YOU!!” He screamed while trying to fight off the other students who were holding him back.

“Alright, I’ll go next” he replied as if he’d only heard the first question.

“I’m Edogawa Ranpo, world’s greatest detective and user of the best ability in this city.” He announced with a cocky smile.

Most of the students were surprised by that, it was certainly a bold statement, but none of the other detective’s contradicted him or even looked like this was an exaggeration so maybe it was true. Midoriya pondered as he looked at the childish detective, could someone like this really be the most powerful ability user in this city? Bakugo however was glaring at the man with such hatred it was a wonder Ranpo didn’t melt.

“Well I won’t leave you dying with anticipation any longer,” Ranpo continued cheerfully “My ability is called ‘Ultra-Deduction’, the power to see the truth in all things at just a glance.”

The visitors stared dumbfounded at this incredible claim but before they could question it Ranpo went on…

“… When I put on these glasses” he said producing a set of old reading glasses, “I can see through any deception, find the truth in any mystery and even know where the evidence can be found and how to make anyone confess to the crime. It’s the ultimate skill that makes me the best detective in the world.”

Midoriya was completely in shock, if what Ranpo said was true then what were the limits of this power, could he learn anything about a person? Find hidden or encrypted information? Or was there some range or time set for this power to work, he began muttering to himself trying to think of the potential of such a power.

“Don’t bother trying to analyse it.” Ranpo said pointedly looking at Midoriya as if he’d read his mind “My power has no limits other then my glasses but I doubt you’ll be able to understand how useful it really is.”

“It’s true” said Kunikida, “without Ranpos ability the agency could never have achieved the success and standing it has, he is an example for all ability user’s and anyone with super-natural powers.”

“He’s really incredible” Atsushi added, “He even saved my life when I was captured hostage by the port mafia by figuring out my exact location, without him I’d be at the bottom of the ocean right now.”

“While I’d love to hear more about how great I am; Minorua-kun needs help with a triple homicide case and there’s a new bakery I want to visit on the way. Tanizaki, you come with me.”

“But I haven’t done my introduction yet?” a young man with bright orange hair replied from the back of the room, he wore a simple red hoodie with blue jeans and looked simultaneously relieved and disappointed he didn’t get to introduce himself.

“It’s fine, you’ll get a chance to later. Besides they’ll be leaving any minute now.”

Kunikida looked up from his book with a confused expression. “What do you mean? We still have 14 minutes and 36 seconds before we have to…”

‘buzz buzz’

Kunikida froze mid-sentence, before slowly reaching down to his pocket and gingerly taking out his phone, his expression was of someone holding a bomb as he looked at the screen. A creepy picture of a man with brown hair swinging from a noose was on the screen and when Kunikida saw it he looked like he’d lost all hope in the world.

Even more slowly he raised to phone to his ear and answered the call, there was silence for a moment before suddenly he yelled out.

“YOU DID WHAT!?!?!”

Notes:

Hey guys, really sorry this took so long. the interaction with all the detectives was really hard to write so in the end i just cut it short, don't worry everyone will get a proper introduction in due time.

My first draft of this had Kunikida literally shoot Bakugo so you can guess why it took a while to get it down to a reasonable interaction

Hope you all enjoy =)
