    I think that the power might be divided into sections so when it's returned to All Might only the power that Izuku and All Might gathered in their time with OFA was passed on. The power, vestiges, and quirks of the other users remained in Izuku because they didn't want to leave. This would make Izuku stronger that Nana, but not as strong as All Might in his prime, with the bonus of having more quirks. The users only just started having control over OFA so there would be no need for them to agree in order to pass it on before, but now that they can directly effect the process of passing it on, all users have to agree.

      ooooo- so like since no ones ever tried to take ofa back and this is the first time this has happened and they all like agreed that they wouldn't let all might take ofa away from deku, he just took the power that deku and him had developed with the quirk... and so deku now has the quirks from nana to the first so like there are two different versions of ofa now, the one all might has and is giving to [redacted] and the one deku has ??

          All Might is shit out of luck. Whoever gets the power is gonna be significantly weaker. The first seven users were the base power All Might built on. Even worse, the possibility All Might can't pass on the quirk if One, the original stockpiler gives the f-you and leaves.
