   Let's see...

   Four on each of the main hero teams makes eight, plus at least four on the Xiliens' side. Then there's the defense force pilots, if they count (Kiryu and Mecha-King Ghidorah would, Moguera wouldn't, and MKG wouldn't show up anyway until something happens to regular KG), and after that there's Masako and possibly a few more independents running around.

   Theoretically, any power coin can be either a ranger or a loose monster, or both at different times in the story (i.e. someone could still, potentially, get the Dagahra or Megaguirus coins since they exist again, and be a ranger for either of those).
