See in the comics the entire point was to basically do to mutants amd enhanced as Hitler did to the Jews, label them round them up and kill them off so I could understand Cap going against them and supported it. But in the movies the whole point was to ensure accountability towards the enhanced the same accountability that airforce, navy, army and the alphabet agencies all have too at that moment the Avengers didn't have that.Ross's was the only one trying to take advantage because he has an anti enhanced agenda wanting to control or destroy them
The accountability thing is not wrong, but the version of the Accords we got was no different from SRA, in that it basically used accountability as an excuse to do the same thing the SRA does in comics.
It also goes after random Enhanced who don't use their powers for either good or bad and are just trying to live their lives, and imprisoning people without a fair trial is Hitler-like too, since the Accords do that.
Plus, 'The Boys' has shown how government or corporation-controlled superheroes only make matters worse because if anything, it makes the accountability 'not so genuine'.
