    IMO:
    - had it been Stevron, then OK - he is the Heir
    - there is nothing wrong with a marital alliance between Houses Lannister and Frey. The latter are one of the most powerful Houses in the Riverlands and well connected by marriage to ... more or less everybody.

    The OTL marriage of Genna to Emmon was a waste.

      Exactly I feel like Stevron was already betrothed or married in canon by the time Emmon and Genna were betrothed. It's obviously more ideal for a Lannister daughter to marry a bannerman to keep them loyal, but you're right it wouldn't have been the worst thing if she had married the future lord of the crossing
