Starscream is great fun to write because everything he does has hidden angles. I just realised today--today!=-that there is deep political significance in him giving her a crown, even though he couldn't open the package and put it on her head at the spacebridge, because of all the Autobots around.
Neither he nor Megatron can make a public statement regarding who should be leading the Decepticons--Megatron, because he's an Autobot now (lol)--and Starscream, because he gets so much of his power from the Neutrals who hated the damned war, and he can't admit he still cares about it.
But every 'con who sees her wearing the crown will know it came from him, because it's his design, and he designs nearly all his own jewellery. He has a distinctive style. It's as close as he can come to saying in public that he has not only given up on being the Decepticon leader, but also that those who supported his goals and ambitions for the Decepticon movement should direct their loyalties to her.
