Yeah and it would be meaningless. Because he'll die. And then the next King can change it. Which unless he dies, is Aemon. Which presumably no one expects him to.
Who Jahaerys wants as Aemon's heir doesn't make a goddamn bit of difference unless he outlives Aemon. Frankly assuming Baelon thinks the same as Aemon, it doesn't make any difference what Jahaerys thinks unless Baelon and Aemon are both dead. Everyone is spending a lot of time in this chapter freaking out over what they should pereceive as a non-issue.
They know life is not gaurnteed by this times, several of their adult siblings have died. Rhaenys needs to prove herself because she is in an male preferred inheritance.
If Jaehaerys passes a law stating that the iron throne plays by andal succession it will not be easy to overturn, it will not be impossible, but it will not easy. just like it was not simple for the English monarchy to overturn male preference succession.
A son will have the support of the lords. There are many who would not want to see a women sit on the throne especially if she does not establish herself.
Aemon and Baelon are not dumb they know how the realm works, they know the second Aemon has a son he will be seen as his heir. Rhaenys does need to establish connections.
I am sure there is a way to pass a law that cannot be easily undone by the next king. It is not a non- issue. Jaehaerys is the King if he wanted he could disinherit Aemon in favour of Aemon's son.
Jaehaerys could easily (and probably would have if he had known about the inheritance mess that was the Dance of dragons) passes a crown law that would be similar to Salic primogeniture, which was ekstremly common in the 14 to 16th century. Perhaps a version of semi-salic primogeniture, which still barres women from inheritance, but allow their male children to inherit, if there's no other left or agnatic-cognatic primogeniture, which allows women to succeed/ascend to the throne, only at the point of extinction of all the male descendants in the male line. Direct or none-direct, sans Illegitimate sons.
Of course that sort of solution of primogeniture does offers greater average rate of extinction. (See case in point: Valois dynasty)
But from what I can see, the Iron throne does, in fact, keep more to Salic law than it does Male-preference primogeniture. 🤷 Even the Starks are guilty of prefering male heirs over female, even if they by law are the right full heir. 😑
