My philosophy when I wrote the summary stems with my attitude towards the entire book: Heighten the suspense. If I'm writing the chapter and then think "huh, this would be a better cliff hanger than the one I had planned," I end the chapter early. This philosophy may not work with ever genre out there, but I in terms of writing the summary I would keep it the same. You want to find the balance between telling your reader what the book is about and telling them absolutely nothing. We can all to a certain degree figure out how the story ends (at least really in any story with a satisfying ending): the boy gets the girl, the hero bears the villain, the girl steals the object. What we don't know is how the protagonist will get there.
