Exactly, and most of their high tech is based around/requires planets with active cores, so they can’t really even fully exploit systems they do manage to take? Not without some very divergent tech development, which I fully believe they could do if they actually tried, but their culture is so politically stagnant they would never actually muster up the will to do so in my opinion? I feel like they would make a great member of an alliance though, because their low tech things are logistically amazing for infrastructure development as long as starlight is accessible, their genetic expertise is nothing to scoff at, and their material science is actually really good as long as you need a pure tech solution. And they really wouldn’t be politically threatening either, for the aforementioned reasons
