Oswald hated being tied up. Hated being unable to move, struggling against restraints, unable to harm the poor person who thought they could hold him, the Penguin, hostage in such a demeaning way. He’d been in that position many times and he could safely say that he truly detested being degraded in such a way.
Oswald would never admit the times he’d thought about being tied up and felt quite the opposite of hatred or disgust.

Their influence over the Gotham crime scene has waned in their absence, and Oswald wants to make sure that it never happens again. Oswald needs someone who's able to properly look after his empire if Jim Gordon or the Bat lunatic ever try to put him or Edward behind bars again. He needs a protege.
It just so happens that a familiar young man has just arrived back in Gotham that could fill that position nicely.

“Quick, in here!” Edward instructs, already grabbing Oswald's hand to pull him into a nearby alley. He inwardly cringes at himself for not being more considerate of Oswald's bad leg, but it will do neither of them any good if they're caught again. It's a small price to pay.
Edward spots a particularly dark corner of the alley, a sliver of darkness against the city's artificial lighting that would expose them. He makes a beeline for that only piece of haven they have right now, shoving Oswald put against the wall, their bodies flush so that they're both concealed.
