Summary
Garak knew that Humans celebrated the anniversary of their respective days of birth. He had observed Humans express disappointment if their respective birthdays had been 'forgotten' -by which some meant no one had offered them a congratulatory greeting upon the occasion, and others meant that no one had offered them a 'birthday celebration'. Yet he also knew that Julian did not enjoy celebrating his birthday, or being reminded of his birthday in any way.
That was a problem.
Garak did not know the solution - but perhaps he could come up with one.Series
