The first time they’d slept together, they’d learned about a quirk of biology wherein human semen had a truth-telling effect on Cardassians when swallowed, leading to Garak revealing more of his feelings than he’d meant to. They could have easily avoided recreating this vulnerable situation ever again, but Garak had wanted to try it a second time, and then another, and so on, until it was verging on becoming a habit.

Summary
Julian doesn't think about it much these days. Why should he, when it's been so long?
But when he does, if he does, well—he considers it part and parcel of Garak, that's all. Disconcerting at first, a little invasive. Awfully close to a line but not quite crossing it, and leaving Julian with absolutely no idea what he's meant to do in response. Garak in microcosm, summarized in a single unexpected gesture.
(Or: Julian has always thought Garak just had a weird little habit. Until another Cardassian does the same thing to him, and seems to imbue the gesture with a meaning Julian really had not anticipated.)

After he finds out the doctor is attending a medical conference on an alien planet alone, Garak sneaks onto Julian's shuttlecraft. Shortly after they arrive, Julian makes up for the lack of skinny dipping he experienced on Risa. Garak is less than enthused...at first.
