They forgot that Flames were desirable in the Mafia, so eventually even Skull would have come in contact with the Mafia before Luce. He was the strongest Cloud in the World after all. Of course, he wouldn't be an ignorant civilian even if he weren't part of the Mafia.

Reborn se sentó en uno de los bancos del parque, sus ropas se estaban secando y estaba comenzando a ser incomodo, solo tendría que esperar unos minutos y podrá descansar hasta el día siguiente, el parque era completamente normal, una gran zona verde, unos juegos de escalar y una caja de arena donde un niño se encontraba jugando amontonando la arena como montaña, estaba sacando una de las barras de granolas cuando se dio cuenta del niño.

Summary
Lance has always dreamt of being a hero, but that dream is crushed when he gets his rejection letter from Marmora, the most prestigious academy regarding heroes. However, that doesn't stop him from becoming a vigilante, although it's not 100% legal.
On the job he meets Blade, his favorite hero and also his crush.
As a civilian Lance tries to keep his secret identity hidden while he works in a coffeeshop which is visited by his mortal enemy, Keith, every day.

Keith is a successful hero under the alias 'Blade'. Hero work is easy, he knows how to fight and loves the thrill of a good chase. What isn't easy is seeing your crush everyday who apparently hates your guts.
For some reason Keith agrees when the so called vigilante 'Tailor' suggests to join forces, although he is annoying.
or, Keith is a hero, Lance is a vigilante and they have to deal with secret identities and their stupid love square.
