Steve breathed. The machines hummed. Bucky's chest rose and fell.
"I’ve loved you since before I even knew what the hell that meant. Since the day you found me in that alley. And maybe you don’t remember all of it, maybe some of it’s jumbled up with all the pain and noise and things they forced into your head, but…it’s always been there. Me and you. I think maybe, some part of you always knew. ”
Or in other words, a story of boys who always loved each other and of men who try to remember.

Summary
SHIELD Agent James Barnes is about as content with his lot in life as it's possible to be. A heck of a lot more content than he ever expected he could be, really. He has a team he trusts, and a decent handler. He has a sense of self. He has a therapist who knows better than to push him about his self-care routines, and a purpose in life that might not leave much time for socialising, but at least doesn't involve helping HYDRA take over the world against his will.
Trust Steve Rogers to come along and turn his life upside down for the second time.*
In other words, twenty years after Bucky Barnes escapes HYDRA's clutches, another frozen supersoldier is brought in from the cold.

“You managed to get some muscle,” he murmurs, giving Bucky’s chest a light squeeze. “Did you aspire to be like me after I took the serum?”
Bucky looks down at Steve’s hand and then lifts his gaze. “Steve,” he says, a smirk tugging at his lips, “get your hand off me or I’ll break it.”
He doesn’t move right away. His hand hovers there for a moment longer, his pulse kicking up in his throat.
Then he draws it back.
Bucky lets out a dry snort, shaking his head. “Jesus,” he mutters. “You’ve really let that serum go to your head, huh? Did it fry your brain along with making you a foot taller?”
Steve rolls his eyes, smirking. “You’re getting cocky, pal,” he says, his voice laced with irritation. “Go take a shower. You reek of sweat.”

Steve stays with Bucky in Wakanda for a week before the cryofreeze. They spend that time reconnecting, but just as his visit comes to an end, something unexpected happens between them.

Once upon a time, Steve and Bucky began and ended every mission with the same few words pressed against eager lips. It was a promise and protection both, a ritual repeated time and again to ensure that they would always make it back to each other. Only one day Bucky didn't make it back and subsequently Steve's whole world fell apart.
It was stupid, really, to have placed so much faith in something so insubstantial, and yet, perhaps there was more power in words than Steve could ever have imagined...
