J knows that playing by the Solver's rules is a fool's decision, but with how its game seems to be unfolding, she has to make a choice: whether to willingly chain herself to this monster and survive, or to resist and be abandoned in a nameless hell.
To her, it’s really no choice at all.
Because for a bird with broken wings, freedom is nothing but a distant memory.

Kishibe spoke his next words with all the bluntness of a mallet hammering a point in without room for argument. “Letting someone into your life is to give them a key inside your heart. That also means allowing them to let themselves out when it’s no longer place they feel welcome in.”
“Suppose I just keep the key then," Makima suggested.
“Then you’d be no different from a prison.”
Makima stared at the back of Kishibe’s head and imagined pointing a finger and cocking back a thumb. Bang. Skull shards and brains splattered on the wall, the cleaners tutting to themselves as they thought of all the work ahead to get the blood out of the carpet, and bits of an eye and a nose swept into a dustpan and unceremoniously dumped into black plastic bags by hands in white gloves.
Or Makima doesn't understand divorces and Kishibe goes shopping for new furniture.

Summary
Kobeni Higashiyama was terrified of Ms. Makima. This statement should elicit a feeling much like the experience of a blue sky, or green grass. The warmth of a big, bright Sun, perhaps. That is to say, all of the constants in the world exactly as one would expect to find them. As Kobeni was terrified of most anyone, and most anyone with sense was terrified of Makima, this was, to reiterate, perfectly natural.
