Hawks is a fiction. The red-winged golden child of the Commission. A carefully crafted lie.
Keigo is a bird in a cage looking for his chance at freedom. He has to learn that freedom means becoming something he never planned to be and accepting parts of himself he always hoped to hide.
Or, Hawks finds his quirk amplified and has to deal with all of the new impulses and urges. It doesn't help that the members of the league of villains decide to be devils on his shoulder accepting and encouraging his more predatory nature every chance they get.
