Summary
In the rare event a magical child wasn't permitted by their muggle parents to attend a magical school, the standard procedure was to obliviate or modify the family's memories of magic and the magical world in order to abide by the International Statute of Wizarding Secrecy. Since the child would never learn how to channel this part of themselves, the random bursts of accidental magic would steadily decrease in frequency, dismissed as tricks of the mind, until the magic faded from their bodies altogether.
The sole exception to this was when the child was destined to be the soulmate of a Veela. Instead of the magic fading away, it was preserved and protected by a power only the Veela understood, lying dormant and undetectable until the day it was reawakened by its soul’s counterpart. But since the joint probability of a magical child not going to school and being a Veela’s mate and meeting said Veela sometime in the future was deemed so incredibly miniscule—the last time it happened was in Japan over two hundred years ago—most magical governments in recent decades didn’t view it as a risk worth noting.

Hermione Granger hasn’t woken up in a hospital since she was a teen. Yet here she is once again…only this time she can’t remember how she got here. In fact she can’t remember the last few weeks or that she has a boyfriend or that she reconciled with her parents. Pansy comes back from a work trip - her bleeding heart girlfriend had convinced her to help a herd of centaurs in a land dispute with the French wizarding government.
