Travel in a runabout sounds quite unappealing, but Garak is certain it will be worth the discomfort and inconvenience to have the opportunity to spend time in the open air and under the sun. He will have to speak to many hostile Bajora about the Occupation, but surely he can manage to do so in such a way as to encourage at least a few Bajora to look at him in a neutral way, without the hostility and contempt he expected - or perhaps not. He was given a name tag that read 'Elim Garak, Former Cardassian Oppressor'. Most likely, no matter what he said, no one would appreciate his words - so he might as well give them the words they expected.
