The rules had been changed so that two victors from the same district could come out of the games together. Two tributes did come out of the arena, but they were far from the same district. When Katniss and Cato die in the arena at the same time, the game makers are forced to crown both victors. However, the game makers have been made fools of, the cracks In the games have shown, and Snow will never let them forget it.
