In fact, he had expected them to work out their differences and officially become a couple after Kudou beat that Black Organisation into the dust. But Kudou had said that they’d both moved on and were happier as friends, and while Heiji couldn’t say he understood how one could move on from the person they loved, if that Kuroba guy made Kudou happy, Heiji would support it.
