Summary
After avoiding jail time, Mr. Y walks free, plotting revenge against the Wood Oak City heroes for their opposition by killing them one by one. Starting with the first person on his list; Axel Stone. But fate plays an ironic hand that makes him dependent on Axel, taking revenge in exchange for something far different.
It’s warm, confusing, enlightening. It grounds him for reasons he doesn’t want to admit.
On the other hand, Axel doesn’t know what to make of the young man hanging around at his house or that he’s living with the son of his mortal enemy. He goes along with it either way out of a faint thing called hope. He tolerates it only because he can keep an eye on him.
And then Mr. Y begins to cough up flower petals.

It has been two years since Shiva became the Grandmaster known as "The Living Weapon." Though Chinatown as well as Mr. X and the Syndicate have come to respect him, some unfinished business has come to the surface; revealing that past accomplishments have left Shiva unsatisfied with his life in Woodoak. A notorious thief, who helps a Resistance group known as the Central Woodoak People's Army, has managed to steal $100 million total out of Mr. X's 10 casinos. Seeing how Hell Week will be approaching soon, Shiva decides to use the timing to trap the thief and complete two goals: Dissolve the CPA and return the $100 million to the Syndicate to help launch Mr. X's campaign run for the House. When the Rokkaku Group conglomerate make their way to Wood Oak City from Tokyo, and begins pushing their "Rokkaku Law" to help improve the city, Skate can't help but be skeptical.
