With Demise gone the next step for humanity was to return and flourish on the surface where it belonged. Zelda, honored and determined, steps up to lead such an ambitious project and oversee everything from start to finish. It's been a gradual process, and about half of Skyloft's population has now moved to the surface, however, Zelda starts doubting herself when one difficulty after another begins to arise, to the point that everyone's wellbeing is endangered. Overwhelmed and stressed, Zelda wonders whether she really has what it takes to continue leading her people.

Summary
Five years after Demise’s defeat, Ghirahim clings to a sliver of life in the sands of Lanayru with only the occasional bokoblin to sustain him. The Thunder Dragon eventually discovers the former demon lord, severely weakened. The dragons convene on how to best punish him— deciding to force him through a bastardized version of Link’s harrowing quest.
Meanwhile, a bird problem which quickly turns to more forces Link from Skyloft back to his old haunts. When he stumbles across Ghirahim fighting a revived Koloktos his life takes a turn for…confusing.

When Zelda falls beneath the clouds, you find yourself at odds with yourself and fate when Link is the one destined to save her. You make your own journey to the surface, doing whatever it takes to bring her home. Can you do it on your own? Or will you team up with Link, or an outside force to ensure you and your friends' safety?
