“Yep,” Jay nodded, squeezing Nya’s hand in his. Nya squeezed it back, leaning her head on his shoulder.

Cole and Lloyd had a good relationship, and when the volcano was about to erupt, Cole ran in to get Lloyd, but got stuck. Kai thought he could save Lloyd, so he grabbed the fangblade and ran. Oh how wrong he was.
I'm thinking yes they can control their powers without their true potential, but it's much weaker and only gets stronger though training.
